Former defence secretary Ajay Kumar appointed new UPSC chairman

Dr. Ajay Kumar, a distinguished former Defence Secretary and seasoned Indian Administrative Service (IAS) officer, has been appointed as the new Chairman of the Union Public Service Commission (UPSC). His appointment, effective from May 14, 2025, was confirmed by the Union Ministry of Personnel following approval from President Droupadi Murmu.

A veteran bureaucrat with a stellar career

Dr. Kumar, a 1985-batch IAS officer from the Kerala cadre, brings over three decades of extensive administrative experience to the UPSC. He served as India’s Defence Secretary from August 23, 2019, to October 31, 2022, during which he played a pivotal role in significant defense reforms, including the establishment of the Chief of Defence Staff position and the launch of the Agnipath recruitment scheme.

Beyond his tenure in the Ministry of Defence, Dr. Kumar has held several key positions in both the Government of India and the Government of Kerala. His roles have spanned various sectors, including technology, industry, and governance, reflecting his versatile expertise and commitment to public service. 

Role and responsibilities at UPSC

The Union Public Service Commission is India’s premier agency responsible for conducting civil services examinations and overseeing recruitment for various central government positions, including the IAS, IPS, and IFS. As Chairman, Dr. Kumar will lead the commission in ensuring transparent and efficient recruitment processes. His term will extend until October 2027, when he reaches the age of 65, as per the regulations governing UPSC appointments.

Filling the leadership void

Dr. Kumar’s appointment fills the vacancy left by former Chairperson Preeti Sudan, whose tenure concluded on April 29, 2025. With his extensive experience in administration and policy-making, Dr. Kumar is expected to bring strategic leadership and drive further reforms within the UPSC.

Dr. Kumar’s diverse background in defense, technology, and governance positions him well to steer the UPSC towards greater efficiency and innovation. His leadership is anticipated to enhance the commission’s role in shaping a competent and dynamic civil service for India.
