NCERT’s new proposal to integrate classes 9-11 into class 12 Board evaluation

The National Council of Educational Research and Training (NCERT) has proposed a new assessment model for class XII Board exams incorporating students’ academic performance from classes IX, X, and XI. This model, detailed in the report Establishing Equivalence across Education Boards, suggests a cumulative evaluation system where 15 per cent of the final class 12 score would come from class IX, 20 per cent from class X, and 25 per cent from class XI. The remaining 40 per cent coming from class XII. This proposal was presented to the Ministry of Education by PARAKH, a regulatory body established by NCERT, aiming to standardise assessment across educational boards in India.

In addition to academic subjects, the proposal emphasises the mandatory inclusion of vocational and skill-based subjects, such as data management, coding, artificial intelligence, music, arts, and crafts. This is in line with the National Education Policy 2020 (NEP 2020), which advocates for holistic and comprehensive learning.
The report also calls for improved school facilities, including access to clean drinking water, well-equipped libraries, and sufficient sports facilities, alongside evaluating teachers’ performance to ensure a conducive learning environment.
The proposed evaluation system introduces formative and summative assessments. Formative assessments include self-reflection, student portfolios, teacher evaluations, project work, and group discussions, while summative assessments are based on traditional exams. The distribution of scores varies across classes, with a mix of formative and summative assessments.
A credit-based system is also proposed for classes IX to XII, where students must earn specific credits in subject areas. For classes IX and X, students need to obtain 32 out of 40 credits, while for classes XI and XII, they must earn 36 out of 44 credits. Additional credits can be acquired through online courses or community-based projects.
