
The University Grants Commission (UGC), responsible for higher education regulations in India, is in the final stages of refining the draft regulations that will enable foreign universities to establish campuses in the country. A senior government official has stated that these regulations are receiving their “final touches” and will be officially released prior to July 15. The UGC has been engaged in consultations with various key ministries and agencies involved in this process, including the Reserve Bank of India (RBI).
Earlier this year, in January, the UGC had initially released draft regulations outlining the framework for foreign universities to open campuses in India. These draft rules aimed to grant autonomy to these universities in determining their admission processes and tuition fees. Subsequently, the draft has undergone revisions based on valuable inputs received from stakeholders, with the intention of making it more refined and effective.
UGC Chairman Prof Mamidala Jagadesh Kumar has also shared that the government is currently engaged in the final stage of internal consultations, seeking clarity on the suggestions provided, and reviewing the rules before they are officially enacted into law. Further, inputs from foreign embassies and universities have already been taken into account during the drafting process.
